VPN Issues with my iPhone and Macbook

When I have VPN activated on my iPhone and MacBook, whether at home or in public I am not able to access WiFi and get on internet. This problem has always existed. It looks like a common issue in the Forum. Only when I delete VPN do I get a connection!!!
