Legitimate VPN Software Flagged by Data Protector

My company makes VPN software for the consumer market.  A partner of ours installed our software on one of their systems and Norton flagged it during the installation process with the following error in a pop-up window:

"Suspicious Action Blocked

Data Protector blocked a suspicious action by ourvpn.tmp."    (the ourvpn.tmp is a temporary installer file)

How do we get our product whitelisted by Norton so that other users with Norton don't get flagged like this?

If your VPN installer signed?
Is your VPN installer rated good by Norton File Insight? 

Is your VPN installer publicly available/free for me to reproduce Norton detection/block?

FWIW ~ IMO
Data Protector errs on the side of caution regarding installer .tmp files. 
Even if the main executable is signed. 
Even if the main executable is Data Protector excluded. 
Often .tmp files are not signed. 
I've had to turn off Data Protector for installers.  Just me. 
Users report installer .tmp files are Data Protector blocked.
