Norton VPN not connecting - lack of keychain access issue

I recently got a new mac and I installed Norton on it, which I use as both an antivirus and VPN. I used it on my previous mac without any problems. The antivirus part works fine, but the VPN doesn't work and keeps saying "connection error".

I've tried all the uninstalling&reinstalling/rebooting/trying on another wifi/etc tips, to no avail.

Based on the Norton instructions for setting it up (https://support.norton.com/sp/en/ca/secure-wifi/current/solutions/v135211375?inid=hho_supp_htm_securewifi-retail-topfaq-09-v135211375), I believe the issue is keychain access. I did not get a notification from NEIKEv2Provider for "keychain access notification to receive the required authorization data for the VPN connection". Is that a plausible explanation? If that is it, what can I do about it? How do I fix it? Can I give manual access to the keychain? Thanks for your help!!
