Hello Michael. Norton Small Business supported operating systems are listed in this article and website. Windows server isn't a supported OS, therefore I wouldn't suggest installing it as it may install but have issues. Windows server 2003 through 2008 are no longer supported by Microsoft as well, they shouldn't be front facing the internet for those reasons. Here is the lifecycle listing for Windows Server and when they were EOL or will be. I would suggest installing one of the supported operating system listed here in the BroadCom website for SEP Endpoint. These are the former Symantec offerings for the small business and enterprise communities needing protection.
Conversely, I have ran Windows Server Essential 2016 with Norton Security in my local environment on an HP legacy server without any real issues.
