If I am on a foreign site that doesn't allow access but set my VPN to the country the site is in, I still can't access the material. Why is that?

In this case, it is Italy and one time UK.

I am able to access some programming in italy without the VPN that theoretically I'm not supposed to be able to and without the VPN but Italy is like that. Inconsistent.

That's what all the info online tells you to do, change your VPN,  if you want to access other website in other countries. I'm on Google Chrome. Does the browser matter?

Are they seeing other things that keep me from accessing?

Websites often block VPN access for legal or copyright reasons. There is nothing a VPN provider can do to get around these blocks. Check with the individual websites to see if they are blocking VPN access. Many sites do this for legal/copyright reasons. A VPN service does not block access to any site. There are no white/blacklists for sites. Websites have the right to protect their content. And sometimes there are legal reasons to block access for users from a different geographic location. Some VPN providers may have found ways to circumvent these legal protections. But Norton is not here to evade legal protection. If you want access to this kind of legally protected content, you may be better off with another product. Many websites do not allow access from known VPN IP addresses. They do this for copyright, legal and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections. So if you use the VPN feature in 360, this could be what you see. If the sites work without the VPN, try contacting the support department of those sites to see if they have a solution for VPN users.
