More likely, they are not using your email account, but are instead spoofing your email address on the spam they are sending out.  When one of these is undelivered, YOU get the bounceback notice.  I would still change your password, etc., just to be safe, but your account is probably not compromised and the notifications will end when the spammers move on to using a new address.  Note that the Norton notification is actually coming from the email service, not Norton -- Norton merely displays the message.

If your email address is being used, it sounds like someone has compromised your email account. You should change your password and security questions at your email provider's web site.

You can mark as spam, I usually do that if junk mail comes in. Or you can try using a third-party spam filter.
And if you think that someone has hacked the mail, it is better to change the password.
