norton bootable recovery tool doesnt boot on my modern computer

my norton bootable recovery tool disk will boot on a computer ONLY if it supports legacy boot as stated in one of the articles but my computer doesnt support legacy mode and when i try to boot from the efi file it seems to require a file called 'bootx64.efi' which isnt in the image file and if i rename one of the existing efi files it still fails to boot with the message 'security violation' with secure boot on and 'unsupported' with secure boot off.
