Norton Anti-spam toolbar disappeared in Outlook 2007

I just purchased a new Win11 computer. I got my Norton 360 installed and working. I installed my Outlook 2007 (yes, I know there are better versions out there, but I like this one) The Norton Anti-spam toolbar isn't showing. I have spent days looking at 'solutions' to no avail. I finally came upon one that I think nailed the problem. The problem is, the solution to it makes my Norton 2007 quit working. The solution proposed was to add a port to the Norton Anti-spam. It shows the protected ports as POP 110 and SMTP as 25. However, the ports for Outlook show POP 995 and SMTP 587. Soooooooooo.. I go into Outlook and change the ports.. and oppps... now it won't work. I go back and change the ports back to what it had and viola`.. it's working, but the Norton Anti-spam toolbar isn't there. 
Anyone have a suggestion as to how to fix it short of going to another email program?

Thanks for all the detailed information. For some reason, when this new computer did an auto-update, it updated the entire 2007 Office Suite, even though the only thing I put on here was Outlook 2007. When it did that and I started Outlook 2007 this morning, the Norton Anti-spam toolbar is back and functioning. I don't get stuck in ruts, I get stuck in trenches when it comes to familarity with a particuler program, and Outlook 2007 is one of those trenches. LOL! For now, I'm back to being a happy Norton Camper and feel secure that the anti-spam is working as it's supposed to. 
Thanks again for references I might use in the future should this stop working again.

When you say "it's working, but the Norton Anti-spam toolbar isn't there" do you mean that your MS Outlook 2007 client can only send and retrieve email messages on your Win 11 computer when you are using secure ports 995/587?  When you say "The solution proposed was to add a port to the Norton Anti-spam" do you mean that you followed Step # 2 (Add a Port to the Protected Port List) of the support article Email Client Does Not Display the Norton AntiSpam Toolbar, or did you actually change the ports you use for receiving/sending emails inside your Outlook 2007 settings from the standard ports 110/25 to the secure ports 995/587 [see my Windows Mail image below and the ICDSoft article Microsoft Outlook 2007 (POP3 & SMTP over SSL)]?  Are you using a Microsoft email account (e.g. <myusername>@outlook.com) or some other email service provider like GMail, Yahoo or your ISP to send and receive emails?

Many email service providers are currently requiring users to move away from POP3 and moving to newer protocols like IMAP and Microsoft Exchange that support OAuth2 authentication of your username and password.  For example, see Google's Less Secure Apps & Your Google Account about changes they made to GMail in May 2022.  There are instructions in the article Setting up Outlook 2007 to Work with Gmail - IMAP that show how to use IMAP with Outlook 2017 but I'm not certain those instructions still work for GMail accounts as of May 2022.

I haven't used a Norton product for a few years, but note that POP3 is a standard mail protocol used to receive emails from a remote server to a local email client. POP3 allows you to download email messages on your local computer. Simple Mail Transfer Protocol (SMTP) is the standard protocol for sending emails. The standard (non-encrypted) TCP ports used by most local email clients are Port 110 for POP3 (incoming messages) and Port 25 for SMTP (outgoing messages).

If you reconfigure your local email client (i.e., Outlook 2007) to use the secure (SSL / TLS) servers of your email provider Norton can't scan these emails before they arrive in the Inbox of your local email client because the emails are encrypted.  My ISP is Shaw Communications and when I used the built-in Windows Mail program on my old Vista SP2 computer I configured Windows Mail to use the secure Port 995 for POP3-S and Port 587 for SMTP-S for emails sent to and from <myusername>@shaw.com.  However, I was still  protected when an email with a malicious attachment arrived in my local Inbox and was detected by Norton's real-time protection (Trojan.Klovbot) when it tried to infect my computer.  Note that I now use MS Outlook 2019 on my Win 10 computer and no longer use older POP3/POP3-S protocols.

From the Norton support article Learn How Norton Email Scanning Protects Encrypted Email Accounts:

The email scanning feature in Norton cannot scan emails from the accounts that are configured for SSL. Email scanning can only scan emails from the accounts that are configured for POP3 and SMTP. The emails that you receive in your secure (SSL) accounts are encrypted, and Norton email scanning cannot scan them before they are downloaded to your inbox. However, you are still protected. If someone sends you an email with an infected attachment, the file gets downloaded to your inbox along with the email. When you try to open it, the Auto-Protect feature in Norton detects and removes the infected file...

I'm guessing that Norton e-mail scanning and Norton AntiSpam would both stop working if you started using secure Port 995 for POP3-S and Port 587 for SMTP-S, but someone who is more familiar with Norton AntiSpam would have to confirm that.  I believe your Outlook 2007 supports newer protocols like IMAP, so if you don't want to use the built-in Mail app in Win 11 or switch to a modern third-party email client like Thunderbird then using IMAP or Microsoft Exchange protocols might be your best solution.

The system requirements <here> for Norton 360 say that Norton AntiSpam requires Outlook 2003 or higher, so I'm also guessing that AntiSpam wouldn't work with other email clients like Thunderbird.
