I have a issue with the VPN  shutting off on its own. I notice it  If i go to sign into example Amazon, and it lts me sign in without authentication. I click on Norton and it is shut off again. I know evertime I reboot it shuts off and does not retain, but it also must do it  sometimes during sleep mode.

In the VPN settings, try turning on the Auto Connect feature in the VPN Settings. Click on the down arrow beside Turn on/off beside the VPN feature. Then turn on Auto Connect. That will keep the VPN turned on after hibernate or sleep.
