Status Updates every time any app accesses the internet

Hi,
I am not sure what happened, but every single time an app accesses the internet, Norton is showing a pop-up "Status Update" saying: "We detected <<App Name>> trying to communicate with the internet." Almost every app/occurrence seems to be legitimate, e.g. browser when I launch my browser, printer controller on startup, etc.
Here are some notable items:
- Norton had to be reinstalled due to some internal failure that was encountered. I believe the reinstall was handled by Norton itself. Honestly, I wasn't as attentive to what happened to rule-out foul play
- I only noticed the issue when I configured the firewall to allow network connection for my ITIL 4 certification exam via PeopleCert. I have since disabled (not deleted) the new rule, but the status update pop-ups continue
- From a settings perspective, in the Firewall settings, in the Advanced Program Control tab, the Advanced Program Control >> Low Risk Applications is set to "Alert if suspicious" (which I think is the default)
- I just reset the firewall settings to default
- I also ran a full scan of the system
Any idea what is causing these repeated pop-ups when apps are trying to access the internet?
