How to prevent reboot in safemode

I have two issues:

1.  Rebooting the android phone bypasses the Norton Family.  Is there a way to disable rebooting in safemode?

2.  I have two identical android phones, and one is reporting wrong location, about 216 feet off.  Rescanned several time without a better result.  Is there a fix for this?

  1. We don't support safe mode or control rebooting in safe mode.
  2. To improve the location accuracy, please follow the instructions given in the below link to turn on high accuracy mode.
