I used software updater and installed Microsoft Visual C++ Redistributable. Windows is not starting after that. 

Any solution how to restart my laptop.

Try booting your PC into Safe Mode and then do a restore of Windows from there.

Cannot boot laptop in safe mode, 

Tried different options

1-Startup Repair

2-Uninstall Updates

3-System Restore - There is no restore point saved on laptop.
