Norton Password Manager "Reversing" Username & Password Data

Norton Password Manager (Windows) "reverses" Username and Password data in some websites. In other words, the Password is entered in the Username field, and the Username is entered in the Password field causing the login to FAIL.  The problem occurs on Chrome, Firefox, Edge for Windows & Mac, and Mac Safari browsers. Does NOT occur on every login site.
