Auto connect VPN keeps switching on for secure home network

According to Norton my home network is secure, I have checked with the smart scan. Autoconnect VPN on laptop is off but is set to come on when it encounters an insecure network. This fault started on 10th April, every time the computer is switched on or rebooted the VPN kicks in on my home network although Norton says it is safe. How do you stop the VPN from activating. I have version 22.23.3.8 on W10.

Also if I connect my Android phone to the home network it  sometimes switches the VPN on. For 10th April the message said "found compromised network: (then name of home network) Attack type SSL Stripping Wi Fi Security

Any ideas what is going on. Previously not had an issue with this.

I should have clarified to my previous post that I do the Norton smart scan after switching off the VPN to verify my home network is secure.
