Is this for your Norton Account? Had you already set up 2FA? How are you logging into your Norton Account if you cannot get the code from your phone? There is no email option for Norton's 2FA. Or are you just trying to set it up?

You need access to the Norton Account to make setup or make changes to your 2FA. When logged in, click on the user icon at the top right and click on Account Settings. Clicking on Setup by 2FA gives three options, Mobile Authenticator app, Security Key and Mobile Phone number. Selecting Mobile Phone number and clicking on Next brings up a box to enter the cell number you wish to use.
