Why does Norton23Q1AdHoc.exe try to run?

I uninstalled Norton a while back and this popup box from Windows Processor appears multiple times a day now. I do not know how to get rid of whatever traces of Norton exist that is causing this issue. It slows everything down until I can get it to close out.

Hello Ted. That is not a legitimate Norton process. More than likely this is a PUP and can be removed with Malwarebytes.
