Please run Norton LiveUpdate and Restart (not Shut down) machine. Repeat.
Did you refresh File Explorer?
Only Norton is not showing on the context menu?
Do you run any tools like CCleaner that can disable context menu items?

~running the Norton Remove and Reinstall tool for Windows > Advanced Options > Remove Only? > manually clearing Norton remnants [info here] > fresh Norton install.

Sorry, no Norton in rt click context menu is new to me. I did remove Norton from rt click context menu with CCleaner, as test. That's why I asked about tools you may have.

All: The OP should run Windows Updates as they are missing one or two updates to Windows. The current released version build is 19045.3516. When trying to use the RC context, when right clicking press and hold the Shift key while right clicking. If this doesn't bring up the context menu, review this Microsoft article for help.
