Yes it does. Go to the eicar test site and click on the .com file and you will see Norton kick in. The web shield isnt like any other av though. Web shields are actually over rated and are a way of making people fell like they are more safe then others. Aslong as your av detects the virus after you try to run is fine. Check out this.

Hi,
If I used Norton Antivirus 2009 alone (not the suite) with a separate firewall, would the firewall needs to intercept loopback (something like Online Armor or Comodo)?
I know several recent AVs use a proxy and send all traffic through the firewall that way (NOD32, AVIRA etc)

Let me explain: You can get Norton AntiVirus (N.AV.) which, in 2008 Version and Earlier, has a Firewall, and this does not have the same things as N.I.S. - N.I.S. has more, which better-protect you - which is a Security Suite.

Norton AntiVirus 2009 also incorperates a firewall like defense mechanism. It was able to block numerous attacks on my computer, such as a malicious MS RPC Network DDE BO which was trying to access svchost.exe.
The thing I do not know is how many slipped past NAV09's firewall like defense mechanism =O
