Why does Mozilla say the Firefox file is safe if downloaded by them, But Norton still blocks it.

Why does Mozilla say Firefox is safe if downloaded from the Mozilla site, but Norton blocks it every time and says that it has a problem with WS.Reputation.1 with the download.

WS.Reputation refers to a Norton process that has a database of the amount of Norton users using the file and the risk level for the file, if the file is new than it can take time for the reputation of the file to change so that Norton does not block it.

If you have automatic updates off then getting updates can change the reputation defs so that Norton no longer blocks the file.

Are you trying to download the firefox browser?

Further to intesec comments, if you are trying to download the Firefox 26.0 installer, it was officially released on 10-Dec-2013 and the installer should be trusted by Norton's Download Insight if you are downloading from a reputable site.

The automatic task responsible for updating the trust ratings of applications during system idles is called Norton Insight.  Go to Performance | Norton Tasks, and see if this task has run in the past 2 or 3 days and whether the status is Complete.  If the task hasn't run successfully in the past few days, run it manually by clicking the yellow Run button next to the Norton Insight task name to update your local application trust ratings.

Then try downloading (not installing)  the full ~24 MB offline Firefox 26.0 installer  from http://www.mozilla.org/en-US/firefox/all/ for your region (e.g., English - US for Windows) and see if this download fails as well.
