I have same problem

I notice on Action Center Window Firewall & Norton Antivirus both report that they are turned off. My Antivirus is OK as i have the green tick. I use Windows 7. Some times the Action Center say everything is OK, then it turned off again.

I been to my local computer shop and they say everything is OK as as the Antivirus is working.

I done many full scans and everything seems to good, but I'm still concerned about security on my lap top. 

While this is going on is it safe to shop on line and on line banking?

Any help Thanks

Automatic LiveUpdate  Server function is OFF. It has only been ON for 12 days since 2017-12-27. It has be OFF for 36 days since 2017-12-27.

Pause LiveUpdate is DIS- ENGAGED -- its existence is DENIED.

The red check mark that protection files are out of date is the DRAFT NOTICE to DL the Beta (PUP) Build, along with those protection files.

The Windows On/Off control is disabled, the firewall is stuck in the On position.

"Recent Build Update Disables Windows CONTROL of the Firewall" points to this topic.

Settings->Administrative->Automatic Resume Delay From Sleep Or Hibernation: 1 minute

->Automatic Tasks Delay: 2 minutes

->Idle Time Out: 1 Minute

Keyboard set aside, Mouse aside on its back -> over an hour

Last update over 18 hours previous

NO Automatic LiveUpdate while Release-Build Phased manner  server rules are in force.

The results of an Interactive LiveUpdate after the time trial: 19 updates -> protection files, program patches, & NPE -> over 80 megabytes.

Conclusion: The Server is set to disregards A-LU Client requests. After 5 days the client SW changes the checked green circle to RED. The Client never knows if the phasers are set on "wake up, pay attention", "stun", or "He's dead Captain."

On February 05, 2018 I reported that a support person fixed NAV (22.120.104) and my Windows Firewall was enabled.  This fix worked until I installed the latest Windows 7 updates from Patch Tuesday. Once I rebooted my computer the Windows Firewall is again turned off.

This is a follow-up to my prior post.  I went into Services on my computer and it showed the Windows Firewall was started.  I turned it off and then immediately back on.  The error notification in Action Center went away and Acton Center now reports Windows Firewall is active.

I don't know why I just received an automated notification about your 10-Feb-2018 post unless one of the forum mods just merged that older post into this thread, but have you tried Jaylato 119's suggestion <here> to contact Norton Customer Support via Live Chat at https://www.norton.com/chat and ask the service rep to connect to your computer via remote access and apply the patch they are testing until a permanent bug fix is released via LiveUpdate?

According to Jaylato 119's 15-Feb-2018 post <here> their Windows Firewall was disabled again after their Win 7 SP1 OS was updated during Microsoft's February 2018 Patch Tuesday (13-Feb-2018) but they were able to re-enable their Windows Firewall from the Windows Action Center.

I have no idea either.  I have not posted in days.  I think you are correct about it being a bad attempt to merge posts.

Thanks for the suggestion.  My problem occurs only on startup and is easily resolved by a reboot.  So I just sit and wait and fume.

Guess it is a good sign they are testing this time.   It appears very little testing was done on the original patch.

My firewall only stays on for about a couple hours than switched back off again. When is this problem going to be solved.

Is it safe to go on line shopping or on line banking when the firewall turned off? I have the green tick.

I ran LU, said it applied a patch.  Must have been very small.  Shutdown, restarted computer, all looks well.  However my problem was intermittent.

Version number did not change.  22.12.0.104

I just came home and saw that Norton updated while I was gone.  The problem is now fixed and back to normal.  Thanks for the quick hotfix and being on top of things!

The Hot Fix worked, Win 7 Pro on my desktop, Partner Norton Antivirus Online and on my Win 8.1 laptop, Partner Norton Antivirus Online. The Window control "On/Off" for the firewall is now functional for both of them.

The desktop had three releases back to update x ? -restart- rinse repeat. The laptop plugged in with Resume, Task and Idle delay/time out set to ONE minute with Automatic LiveUpdate ON and Network Cost Awareness OFF. After the final update that delivered the patch I gave it two more interactive updates then two restarts of the desktop then I checked Norton History on the laptop. Nada Automatic LiveUpdate. 

Ten frames back I posted that Automatic LiveUpdate was off, since then I found SoulAsylum's post that it was NOT off. Amend the conclusion that ALU is off for everyone. SoulAsylum enlisted in Norton BETA and SA's ALU is on or maybe some selected permutations / combinations of OS version, HW and Norton protection products or Partner branded versions are denied or allowed ALU for the duration of a version/build distribution

Got 10 updates so far today, including a patch that was successfully applied. Rebooted a couple of times, but Windows Defender Security Center still says, "Norton Antivirus Online is installed as a firewall provider. Norton Antivirus Online is snoozed and your device may be unprotected."

I'm running the latest version of Windows 10.

All: Just wanted to add to the post above by Fbgnarm.

BEFORE the fix patch was released I had NOT installed the Norton version 22.10.0.103 that was pulled twice before the release of 104. I'm not currently in any BETA tests for Norton products as none have been made available and not enrolled in the EAP (Early Adopter Program). I DID hold off on running live updates until the initial release of 104. The last version prior had ensured that the correct system registry key was set via Norton for the Spectre issue so that the appropriate MS Windows updates would download and everything was normal from that point on. I just had to re-enable LU and got the latest at that point. For the record NORMALLY LU is set "out of the box" by default as ON when initially installing Norton on Windows. In Windows 10 any third party AV will disable Windows Defender from rendering live protection but it will automatically enable as a backup in the event your AV goes kaput. Windows firewall MUST remain enabled for windows updates to correctly function.

Marc_D Disable "fast boot" in your power settings if you have not already done so and reboot. Having it enabled will cause issues in some cases with Norton AV products as well as other software. Fast boot was never enabled, still isn't. 

I do have the recent Windows Cumulative Update installed; Version 1709, build 16299.248. I manually downloaded and installed the KB4074588 update.

Having uninstalled NAV due to this issue, I reinstalled this morning given the above news of the fix.

Prior to this I ensured that Win 10 was fully up-to-date. Restarted my PC to ensure all patches have been applied.

Reinstall NAV. Run LU until LU has said there's no more updates available and guess what? Still getting the same issue.

When you go into "Firewall & network protection", this is what you see:

This is still the situation after a number of restarts and checks for updated via LU. Got to say that I'm more than a little disappointed to see this hasn't been fixed. Will be uninstalling NAV again and using Windows Defender alone; this does make me consider closing my subscription for this product.

MonkeyOls In your system settings disable Windows Defender per my screenshot I don't have it enabled and do not see the information you are seeing. If I click the button "Turn on Windows Defender Antivirus" I see the info in the 2nd screenshot. NSBU 22.12.0.104 Third screenshot shows in system services  "Windows Defender Firewall" ENABLED and set for automatic startup. Norton firewall is set to ON as well.

A couple of things:

1. I didn't think NAV came with a firewall. And a number of other posters in this thread have said as much.

2. My 'Settings' options look nothing like yours. I don't have a 'Firewall' option like you show. Here are screens showing what I have. No firewall to be seen.

As things currently stand I have no faith in version 22.12.0.104 of NAV, so I've uninstalled again and will wait until the next proper iteration of NAV to see if this has been fixed. I'd rather have a firewall I know is working via Windows Defender (and all the free protection Microsoft provide via that) than worry about my PC's security being compromised.

I tried reinstalling with the Centurylink Installer, but the install failed with a message about CD not found. For now I'll just continue using Windows Defender.

SoulAsylum: Doesn't mention firewall there, so I really don't know why I (and others) are experiencing the issues I've highlighted above. I can only surmise that Symantec's 'all-in-one' UI has activated functionality that shouldn't be there for the product we're using.

I still have this same issue since i use norton antivirus basic. (Which doesn't have a firewall)  but one thing for sure at least the patch stopped norton from taking over windows firewall. While is still shows norton antivirus as snoozed the windows firewall is still on. Before that norton completely disabled the windows firewall. But still that issue is quite concerning.

MonkeyOls It appear that you may be correct that the installer for your product is getting corrupted somehow. Remove your product with the official removal tool found here. REMOVE ONLY and reboot your system to get a clean uninstall. Then log into your Norton account and download the product again from there: https://support.norton.com/sp/en/us/home/current/solutions/v60392881_EndUserProfile_en_us

I saved the CL installer so I wouldn't have navigate over and over to DL/run.

I got the same missing CD error, I either refreshed the page and it worked, or refreshed then re-ran the installer. When it runs and finds product on system it will prompt "Everything" or "Save Settings".

Try save setting first. Either choice requires a restart to complete the un-install then run the installer again, that's why saving it saves time. It will install a summer 2015 ver. 22.5.2.115 that needs at least one LU for the protection definition files for the product to work. The CL installer & the just under 1 MB installer for the product DLM, in the zipped folder Will Only work when CenturyLink credentials are given when prompted and while one is a subscriber. Then run the DLM to uninstall, SAVE Setting, Re-start then Install, It will jump you past several release/builds to 22.9.0.71 from summer 2017. Save setting because those setting contain YOUR Norton Partner-CenturyLink activation. You're in Century link territory, so we are no more than 2 time zones apart.

Thanks, Fbgnarm. You're correct that it was trying to install 2015 ver. 22.5.2.115. It was right after the restart that I got the error message. Never got a prompt for "everything" or "save settings." The error was displayed in a separate installer window that had no options to do anything at all except close it; there was nothing to refresh. I'll wait until a later version of NAV comes out before trying again. In the meantime, I'll remove all traces of Norton and the CL Installer.

Soul, yes I'm getting the Centurylink Installer from the same link you mentioned.

Summer 2015 ver. 22.5.2.115 IS  what is delivered by that link SoulAsylum posted.

CenturyLink hasn't revised it. 

CL Support & IT can't do anything about it.

It's a Corporate to Corporate contract/agreement lapse/oversight/dump on the customer.

That 30 trial installer in the zip is from my archive 2017. The 30 day Free-be installers work but the installed product needs subscription key. The FREE-BE product matches the CentruyLink Partner Norton Product but at 4 releases more recent.

That way, running it finds the old CL same product/old-version installed and then saves the settings AND the credential/authorization KEY FROM CENTURYLINKS NORTON PARTNER INSTALL so the what it installs after re-start and run it to install - WORKS, based on the saved settings/CL credentials/authorization KEY. It saved me several HOURS of LU-LU-LU-restart-Lather, rinse, repeat, repeat, repeat ...

Since i applied the patch 3 days ago my firewall has been working. On action center it say Norton Antivirus off, Windows firewall on. I have the green tick and all the settings are on.

The patch worked for me as I noted earlier, but I had some Windows updates that were applied today and the problem is back again after a restart.

I could never get this problem resolved but the interesting thing I found was that I found was my wife's computer had Norton Security and she did not have a problem whereas with NAV which was on my machine the problem still existed - when I contacted Norton for a chat they told me this issue was a Windows problem and to contact Microsoft. Once I removed NAV and replaced it with Norton Security - the problem was resolved. GO figure - as an interesting aside my ISP had initially provide Norton Security but now switched to NAV

All: The common issue with ISP provided security software is that THEY control how it gets downloaded, installed and activated since most have their unique way of tailoring it to their needs. I had Comcast several years ago and never downloaded their junk due to the invasive nature of their data collection. I therefore tell all my clients to spend a few dollars and get the real deal, you will then have control over what you get and a backup in the event things go south for any reason.

I get what you are saying, but some of us (at least me and I doubt I am the only person) do have the 'real deal' and are still experiencing this issue.  I have had my own NAV license for years now, renew each year, and it has absolutely zero to do with my ISP whatsoever.

The patch worked after receiving it from LU, but earlier I had some Windows Updates that were applied and I am right back to square one with the same firewall warning issue.

      This is why the Windows Firewall controls were disabled for subscribers of the products that would leave firewall control managed by Windows.

Feature Changes:

  • Introducing Single Layout
    • ​What is Single Layout?
      • Single Layout is a process improvement that is focused on enhancing the customer experience when the customer wants to shift between different product offerings without the need of uninstall and reinstall.

      The protection ENGINE code is now the same as the products that turned off the Windows firewall. That feature of the SW turned off Windows control and ran its own firewall. For the subscribers of the non-Norton-firewall products that feature is not enabled and left to the Windows System but the element of the code that turns off the Windows firewall Controls (not the Windows firewall) was left active

     I think that the "Single Layout" roll out is the probable reason for the undesired behavior of these features:

  1.  Automatic LiveUpdate
  2. Interactive LiveUpdate with Network-Cost-Awareness Economy

    The NAV products would have had to interact with Windows firewall about LU's permission to make changes to contents of its program folder in the system section of Windows, the protection definition files. For the NCA-E, what is reported to the LU server when checking for updates and some settings/criteria on the server end: which Product updates are marked Critical and which are marked not Critical.

The "Single Layout" has drafted me for Phased release five times re-installing to version 22 release 5 and all the LU's and restarts on two systems. Win 7 Pro desktop and Win 8.1 laptop. Where's the byte at the end of this beta?

The re-install to un-do for those that the Hot Fix didn't, will be made easier for CenturyLink users.

I got CL HighSpeed Support tier one, Mr. Danny ____, in Iowa to bump me two levels higher to Mr. Odie ____ in Omaha, NE. He conferenced with CL AssistQueue. There will be a ticket, escalation, issue, project or whatever corporate word applies, for CL to get the most current installer, branded for CL for the Norton ISP Partner NAV product, the one just before "Single Layout" phased release. No more CenturyLink subscribers should have to lather, rinse, repeat again and again ... 

After the visit with Odie, I hired sleigh, reindeer and elves in Uncle Sam dress to return him to Omaha, right back to his office from my pretend mansion estate. No selfies though, one of the elves took care of that.

The following is provided for info only:

 I have read this and other threads pertaining to Norton Antivirus and firewall situations and can not help but wonder, if this is caused by the Single Layout update providing a Norton PIN/Product Key for the more advanced Norton Internet Security Online version as also provided by Century Link.  With the Single Layout, if you are running NAV and update the subscription using a Norton Security PIN/Product Key, the Norton NAV will attempt to update to Norton Security.  Bearing in mind that NS does have a firewall and NAV does not, I have to wonder if something is not being correctly switched over?  

Another thought I had was that perhaps Century Link sees the Norton NAV install as being invalid/expired - thus no LiveUpdates.  With Comcast Norton Security Suite (NSS) the ISP verifies you are still a Comcast customer periodically and this in itself from time to time causes some data base corruption which causes NSS to cease working/report it is not active.

Just to clarify, I am not a Century Link user, but do have extensive experience with the Comcast ISP version of NSS (based on the old N360).  You may ask why no problems with the Comcast NSS - because the NSS has a firewall as part of the product, so it is retained instead of it appearing to be added as part of the NAV Single Layout update. 

The situation where there is only an older version of Norton available for download  occurs with Comcast also.  Many times their users have been through the download, update, update, update syndrome to get to the most recent version.  I don't know how Century Link operates, but I do know that none of the Comcast Support personnel can change the download version on the Comcast site - it has to be co-ordinated between Comcast, Norton and their lawyers.

Yes, Lawyers, Corporate to Corporate, the Norton Partner terms have grown out of date, which puts the Partners, CL, CC, and other ISP's in the position of Deceptive Marketing, I was bumped up to a senior tier of support that shall bump it up to Corporate again. This is the second time around.

Hello all.
After some days another computer of mine was "elected" to receive the updates from liveupdate. This time an AMD machine with NAV.
Same problem detected. Windows defender reporting firewall snoozed. Executed liveupdate until no more updates were fetched. Rebooted and no luck. Same as previous report: NAV tray icon green. Firewall service says it is running. Windows defender reporting firewall snoozed.
Re-instaled previous version 22.11. Looking forward for a solution.

Hi Norton, I too have this problem. I am using Telus branded Norton AV Online, version 22.12.0.104. The problem appeared yesterday evening (Feb 20). I am running Windows 10 and Windows Defender reports "Actions needed in Norton Antivirus Online". I have run Norton live update, disabled fast start and booted several times. Still not fixed and no firewall. Please be clear about what should be done in the interim, and get his fixed quickly. Thanks, B

I don´t know what is worst: Not having a clue when this will be solved or continue receiveing the poison patch through live update.

Today i had to re-install NAV again in another machine.

This is really annoying.

Come on Symantec, don´t you think is a good idea to halt the problematic patch while mantaining the virus definitions updates? Huhhh ?????

How hard is do that while trying to solve the problem ????

What Version (22?) dot Release (one or two digits) dot release () dot Build does the Norton Partner Telus's Norton Antivirus Online Telus branded installer create on your system?

If it isn't Version 22 Release 11 Build ##, you are on the non stop Merry-go-round, or Wash, rinse, repeat, Wrr, Wrr, ... until you are at release 11. Chapter one: How to enable the pause function of LU, when the LU is too large for a narrow-band time-limited dial-up session. 

Chapter two: How to restore and activate-register-validate the product from a local outboard, disk or memory stick back-up using proprietary SW, with minimal network traffic.

Chapter three: How to get protection definition files updated without, sans, having in, this phased release, the Window firewall control disabled, or some other Windows or Norton function bugged in some future phased release.

Good evening, bonsoir, Noyfb99

Your first post was four days before the comment on the firewall problem: "The problem appeared yesterday evening (Feb 20)."  LiveUpdate could have run many times in that period. Was version 22.12.0.104. installed by the Telus installer SW? This firewall controls issue would have shown up at the latest, the next restart after install, otherwise LU slipped #104 on to your system after that.

If re-install gets you a release 11.xx then turn OFF  Automatic LU, then be prepared to repeat that each time you want to get the current DEFINITIONS FILES updated. That's best case.

If you get release 5.xx, 6.xx, 7.xx, 8.xx, 9.xx or 10.xx, then you're on the Mgr--with a puddle of suds below your feet, which is next best case.

If the Telus (Norton provided) installer gave you 22.12.0.104: the worst case, then it's affecting all their other subscribers with the same Windows 10 (name it's called) as you. Nothing you can do on your system, but, you could make it clear to Telus support that the ISSUE needs to go to up to  Corporate (Division V.P. level).

Be nice, polite to them, offer hospitality to them, Norton bloodied them too. I shall have my pretend pilot fly my virtual Lear Jet, she thinks of it as hers, I just pay the lease and her salary - to your mansion in BC so my imaginary chef can prepare delicacies for that conference with that V.P. + entourage. There will also be some Rocky Mountain Oysters, if you want to try a regional dish before you imagine going after some Norton Oysters.

Live Update continues to run and provide updates, although the Norton AV version continues to be reported as 22.12.0.104.

Did you do an un-install/re-install from Telus? Then check the Version/Release/Build,

Before allowing LU to run, after the re-install.

I contacted Norton, Telus and Microsoft for support. They all pointed to the next guy. Completely useless. I have uninstalled Norton and am going with MS Defender.

Hello, bon jour Shane, In your previous posts you named your product Norton Antivirus Online, that's what is provided by ISP Norton Partners. Are you a Telus subscriber? What version (22) dot Release (5, 6, 7, 8, 9, 10, or 11) dot Build (## or ###) do you see from -> Open Norton Antivirus Online -> Help -> About?? NOT what it shows NOW but AFTER re-running the installer provided by your ISP. It will un-install THIS Phased Release Ver. Rel. Build. Then run it to install: Provided by your ISP -- before Norton did it's Phased Release (not ready for retail sale) program. Check for that information before doing any LiveUpdates. The patch worked for me down south of you but it didn't work for noyfb99 who has Telus and some Windows 10 (name goes here). I have NAO from ISP CenturyLink. Windows 7 Pro desktop and Windows 8.1 laptop. The name and size of the patch used to be in my history, but my history no longer goes back to 2018 02 15 when the patch was released. The permutations/combinations of Windows OS versions, Norton "S" or Norton "V" engine in the Norton product and the optional features included/excluded/optional means the programmers have to write more than one patch, the BIG announcement was just for the first one. The subsequent patches will probably just be distributed as available so "Announcement history" won't be embarrassing in the future. That Rep from your ISP isn't wearing a Quasimodo costume with what looks like a tent on his back, he's just trying to hide the knife sticking out.

It will first un-install this Phased Release Ver. 22 Rel. .12.0 Build .104. Then run it to install: the Provided-by-your-ISP version.release.build  -- before Norton did it's customary Phased Release (not ready for retail sale, prototype) program. Check for that information before doing any LiveUpdates, before and after the install re-start.

The hot fix worked for me on my Windows 7 Pro desktop and Windows 8.1 laptop. I'm down south of you, but the hot fix didn't work for noyfb99 who has Telus ISP and Windows 10 (name goes here) OS. I have NAO, the alternate initials-only for NAV from ISP CenturyLink Online is added to the branding as part of a Norton Partner Product Installation. Comcast gets the word Suite added, there may be other ISP brand-words.

The name and size of the hot fix used to be in my Norton history, but my history no longer goes back to 2018 02 15 when the hot fix was released. The permutations/combinations of Windows OS versions, Norton "S" or Norton "V" engine in the Norton product and the optional features included/excluded/optional means: the programmers have to write more than one hot fix. The announcement was just for the first one, those remaining hot fixs will probably just be migrated to the LU server for interactive LU only, as available.  "Announcement history" won't be embarrassing for marketing later and less clutter in the forums and blogs.
