Norton AntiSpam Toolbar not visible in Outlook email

Please can someone help.  I'm using POP account on Microsoft Outlook email but the Norton Anti Spam toolbar isn't showing.  I've checked the ports and gone through the process of disabling and re-enabling the client integration but still nothing.  Am also now partly concerned it's working in the background and blocking emails/contacts I may want to see but can no longer access.  Thanks.
