Unable to access files and folders both on the PC and my Win11 laptop

I recently decided to do a fresh install of Win10 Pro on the main PC which went ahead without to many problems, however I now have what I can only describe as a permissions problem. originally, I signed in as administrator using a Hotmail account but as I now have an Office 365 account, I decided that this was the opportunity to use that outlook account as the administrator for the PC which is what I also use on my Win11 Pro laptop.

Finally last night I managed to resolve the problem after a lot of exploring I came across an article suggesting to clear my Windows credentials and hay presto all my shares are now accessible. I imagine that's not the ideal position security wise so later on today I intend to set up new credentials and backup them them up.

Since doing the fresh install I’ve got 2 major problems which I assume are connected in some way, as  

1)    I’m unable to download most files from the net to the specified default folder 

2)    Unable to access the Win11 Pro laptop from the PC again not discoverable and the laptop     can’t access the PC. 

Downloads fail with the status “Failed” or insufficient privileges, I’ve disabled Norton360’s auto protect, Smart Firewall, Auto-Protectand VPN which didn’t make any difference. Through a process of elimination, I’ve discovered by changing the download folder location to the desktop I can now download files, although that's a fudge not a fix. 

My current network profile is as follows.  

Network discovery is on and set to turn on automatic setup of network connected devices, file and printer sharing is on. Password protected sharing is set to turn off password protected sharing. 

My system details are as follows:  

Windows 10 Pro Version 22H2 Installed ‎26/‎10/‎2022 OS build 19045.2193  

Norton 360 

Processor Intel(R) Core(TM) i5-6600K CPU @ 3.50GHz 3.50 GHz  

Installed RAM 8.00 GB 64-bit operating system, x64-based processor.  

Cat 6 wired network throughout the house. 

I’ve been in touch with a Microsoft Moderator and it was suggested I carry out the following procedures. 

Win +Q to open the search box, type "Firewall.cpl", press Enter to open the firewall interface in Control Panel, click "Allow an application or features through Windows Defender Firewall" > "Change Settings" on the left, then check it in the "File and Printer Sharing" and "File and Printer Sharing via SMBDirect" list,  then "OK". 

Restart related services  

Please run the Command Prompt as administrator (logo key "Win" + "Q", enter "cmd", select "Run as administrator") and enter the following commands one by one.  

net start lmhosts & net stop lmhosts & net start lmhostsnet start FDResPub & net stop FDResPub & net start FDResPubnet start fdPHost & net stop fdPHost & net start fdPHos. 

Also to create a new user account and perform a clean boot and see if that works correctly which I did but I still have the same network issues.  

I also ran MS network trouble shooter and for once it returned with the cause of the problem in that it could detect the laptop but it wasn't responding. 

I've looked at the Norton setup and I'm not sure how to change the permissions for port 445 so I'll contact them to see what's going on. 

I was also advised to carry out the following procedure.

Which I did but failed at the Allow an application or features through Windows Defender Firewall 

I’m sorry for the long explanation of the problem and actions taken but hopefully it will help to prevent duplication of effort and point to the source of the problem.

Kindly make sure about this settings set as Private.

you can get this setting by opening Norton UI then press Ctrl+F and then type Network Trust.

When you performed the clean install of Windows 10 are you running Home or Pro version? And, when you installed Windows did you specify the Windows account was for home or business? Have you signed into the computer with a Microsoft account and its credentials or a PIN, NOT using the 365 account and credentials?

Both machines are running the pro versions, I'm reasonably certain that I said it was for home when I set them up although I've tried to find out for sure and there's only the version info showing in my system on the machines. I've looked online but every suggestion only provides the same version info either pro or home whichever is installed.

I'm signed into both machines with my MS account and use the same password for them both

FWIW!! On one machine, create a "local" account with admin credentials. Don't use your Outlook OR Microsoft login credentials, just use a PIN. That should isolate whether the initial setup has caused the issue. I envision there may be an issue regarding Group Policy that is the cause. Lets validate and go from there.

As requested I've created local accounts with admin rights on both machines but it's made no difference, although mysteriously after reverting to my normal windows accounts both machines can access each other and see the shares but it states I don't have permission to access the share, looking at the share permissions there's only Everyone and they only have read permission this is the same on the shares both machines.

Interesting indeed. Try to follow through all the steps in the Microsoft article below. You may have completed some of them already, its the clearest picture I can give to the actual steps without writing a novel here lol. Please let us know how you make out with things for follow-up.

Sorry for the delay in responding to your suggestion but it's been a hectic time and I've only now been discharged from hospital and noticed I hadn't responded to you. Both Norton's VPN and the connection from the ethernet adapter to the UCB C port is also shown as private.

Have you at any time see the error code 0x80070035? What is the USB C port being used for? Tethering I am guessing? Both devices should be connected to the same network via either ethernet or wifi. Have you ran DISM on both computer to see if your hosts file is corrupted and will be repaired? Check the following in your Windows add or remove features settings. SMB direct should also be enabled. I have mine disabled for security reasons.

Sorry for the delayed response.
The laptop only has 2 USB ports one is in use with the mouse transceiver and the other has a USB C to ethernet adaptor as I prefer a wired connection rather than Wi Fi.

Both the SMB File sharing support and the SMB Direct are enabled. I’m unsure just what the DISM does but I’ve run it twice and there’s nothing shown on screen to indicate any issues.

If I select a file on the Win11 laptop and give access to “everyone” as suggested it makes no difference it can’t be accessed from the Win10 PC it reports “you must have Read permissions to view the properties of this object, click advance to continue. which when actioned reports that it’s unable to display the current owner. Under the Permissions tab I’ve selected all the object types with Orbiter as the location and administrator as the object name but it then reports the User,Group, or built in security principal with the following name cannot be found “Administrator”  I repeated the same process on the PC with the same results they’re both reporting a Network Error Windows cannot access MOTHERSHIP \ \App Settings. you do not have permission to access \ \MOTHERSHIP \App Settings. Contact your network administrator to request access.

I totally missed where you had posted "Orbitor" in your initial post. That is a flight simulator program if I am not mistaken. Which machine has Orbitor installed?

Sorry the "Orbiter" and "Mothership" are the computer names, Orbiter being the Win11 Pro laptop and Mothership being the Main Win10 Pro computer.

I've gone through the 3 links provided as as far as I can see the first 2 don't affect me although I had hoped that the last one might be the answer, as it related to "the recent Direct Access connectivity issues on Windows 11 22H2, Windows 10 22H2  this issue was resolved in updates released December 13, 2022 ( KB5021233) and later. We recommend you install the latest security update for your device. It contains important improvements and issue resolutions, including this one. If you install an update released December 13, 2022 ( KB5021233) or later, you do not need to use a Known Issue Rollback (KIR) or a special Group Policy to resolve this issue." When I checked I have already installed the update on the December 14 it's not that either.

I'm away over the New Year so I'll take the opportunity to wish you a Happy New Year, stay safe.

Hoping you have a grand Christmas and New Year as well. I haven't had much time of late to be on the forums. One other thing coming to mind is are you signing into these devices using a PIN vice a password? If that is the case they are using only "local login credentials". Log into each computer at least once by creating a password and restart each. Lets see if that produces different results for you.

I'm currently logged in on both machines using the same passwords not a pin, however I hadn't noticed until this morning although the passwords are the same the actual input field is for a pin so when I get back tonight, I'll enter a new password in the correct field which it states must be the Microsoft account password so we'll see what happens I'll report back later.

Well I completed the password changes on both machines last night but the results are the same, they can both see the other machine and the shares but can't access the shares as I don't have permission! I've looked at the advanced sharing and permission settings and there's nothing shown for the Orbiter laptop regarding access I'm not sure whether there should be or not, am I overthinking the problem?

I've tries to upload a zip file of the mothership e file sharing permissions and settings but it won't upload, all I keep getting is the following dialogue box results.

Have a look at this setting in your Norton Firewall. Port 445 should be automatically stealthed.

Sorry for not getting back to you earlier but since making the changes things have gone downhill, both the ports you mentioned in the second post where already secure.

I carried out the changes first suggested and it made no difference to the win 10 PC. having made the changes to the Win11 laptop it could then no longer see any of the other equipment on the network i.e. TV, NAS, or the Win10 PC, I then reinstated the laptop settings but still had no joy, eventually after multiple attempts I managed to get network access back. The bigger problem for me now is since the changes I'm unable to open Outlook (although I don't understand how the network changes should have had an impact on Outlook) it's just throwing up such dialogue boxes such as as " Microsoft Outlook. Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. The information store could not be opened." a following attempt results in " Microsoft Outlook, Outlook cannot log on. Verify you are connected to the network and are using the proper server and mailbox name. The Microsoft Exchange information service in your profile is missing required information. Modify your profile to ensure that you are using the correct Microsoft Exchange information service." it then throws up "Microsoft Outlook System resources are critically low. Close some windows." 0K.

So at present I'm struggling to get Outlook up and running again has to be my first priority, which I appreciate is probably not your area expertise, hopefully I'll get it up and running over this weekend and then I'll be in touch.

Reset the Norton firewall first. And next reset your Network in Windows settings. Restart both machines.
