Does Norton have phishing protection included out of the box? 

Is it a cloud hosted service?

Sorry, forgot to ask.. if its not included is there an add-on service? OR can I plug in some third party provider? I work at a phishing protection SaaS provider and wanted to know if I can plug in another service if needed out of the box into Norton's solution.

Phishing Protection is provided by the Norton Safe Web browser extension in browsers.  That can be found navigating to this site and selecting the required extensions.
