This does sound 'normal' for an email provider. As you mentioned, the VPN changes the location you appear to be at, and the email provider is not expecting your account to be accessed from there. They block access to your account to protect you. 

Are you using the online version of Outlook or have you installed it on your computer. If it is installed on your computer you can use the Split Tunnel feature of the 360 VPN. Click on the down arrow beside the Turn on button for the VPN feature, then click on Settings. Then click on Split Tunnel and click on Add. Navigate to the Outlook.exe file and add that to the split tunnel feature. That way you will be able to keep the VPN active without getting blocked.

If you are using the online version of Outlook, you cannot use this feature, and all you can do is disable the VPN.

To turn on and off the VPN feature in Norton 360, you need to open the My Norton interface in 360. Right click the Norton icon in the system tray and click on My Norton.  Then look for the VPN function and click on Turn on or Turn off. The VPN is off by default unless you have changed any of the default settings.

Where are you seeing the message about your email address being blacklisted?

Who is your email provider? Are you using web mail, or a local email client like Outlook or Thunderbird?

I turned VPN off and my email seems ok for now.

I was seeing the messages when I tried to look at Microsoft Outlook; they popped-up continuously and prevented me from reading or sending any emails. I think it was related to VPN being on as it may have looked suspicious to Comcast as perhaps my locations were being changed. It's been ok so far today, so I am hopeful that it was the VPN.
