Can't update Antispam Blocked List

My "Blocked List" shows 2 entries.  I can't delete them.  I can't add new entries.  The user interface works, but any changes I make to remove or add entries do not persist across invocations of the "Configure" button (the "Blocked List" window).  It's as if the list sits in a directory that I don't have write access to, and the interface never tells me of the error.

Where is the list stored?  I'd like to check the access rights to that directory.  Or even go in an edit the file to edit the list directly.

I have selected the "Always" value for "Add senders of email reclassified as Spam to Blocked List?", but it has no effect.

I have the same problem with the Allowed List and with the "Address Book Exclusions".  The Allowed List has my full list of Outlook contacts.  The Exclusions list is blank.  AntiSpam does filter some mail addresses to the spam folder, which is good, but I'm trying to train it to use more.  I am using Outlook 2016 (desktop) with POP accounts.  Filtering works, but these lists are not configurable.
