"We are unable to verify your Subscription" loop of insanity for Norton Anti Track

Precondition.
I've bought and installed the software.
I've added the application to my browsers.
When I attempt to open from the Norton tool, there is a flag icon which states that I need to set it up.
I click "Open"
- A window opens which states "We are unable to verify your subscription" with a link with the text "How do I Fix this?"
- I click the link.
- It brings me to a the Norton.com page, which asks me to sign in.
- I sign in.
- From here, I'm on my own. There's no further instruction.
- I click on My Norton.
- I see my applications. It tells me I have Norton AntiTrack. It has an option to download.
- I download it.
- A message tells me I've already downloaded it.
- Cool, so I should be able to open it, right?
- Nope. I click Open from the tool and I get back to step 1- A window opens which states "We are unable to verify your subscription" with a link with the text "How do I Fix this?"
- I try this a few times.
- I start to question my sanity.
