I'm having the same issue. Parental App can't connect to servers and I can't look at any of my subscriptions online.
I called Norton Support and was told that there is a glitch in my account and that technicians are working on it. I am to try the app and/or dashboard in about four hours. If it still doesn't work, I'm to call back.

The app connected to the servers and I could use the online dashboard to check my subscriptions. Now the Family app blocks all of the apps on my son's phone. I just spent over 90 minutes on the phone with two different technicians and the problem is still unsolved. Other techs are supposed to call me back within 24 to 48 hours. We may have anti virus and online protection from a different company by then. The parental has always been kind of lousy (not always working when on, not blocking certain apps even when they are turned off), but this is just ridiculous. Time to to find a new provider.
