Solved.
Blocking new update 2.3.9 for Revo Uninstaller (Free)
A new version is available today. When I try to download it, Norton blocks it and says it is suspicious. Why?

It is OK to download it in my opinion if you are sure you have the correct link.
I do not know what the minimum number of users are but if a file comes out today right now it is usually takes a while for Norton to be comfortable with it.

I just downloaded the update to my Free version with no warnings so I guess enough of us have it now!
