Using any browser, Norton Safe Search blocks everything I attempt to search, even known "safe sites" and shows "matchonlyap.biz" as a malicious site

Had to turn off the Norton Safe Search extension as it was blocking ever single search in Chrome.  Switched to Bing browser and got the very same results.  This link shows the screen shot of the message:  https://puu.sh/J9LQG.jpg

Did you recently install any Chrome browser extension/s?
Did you recently install any program/s?


Did you recently change permissions for nortonsafe.search.ask.com

Does Norton Safe Search filter out all unsafe sites in the search results?
When enabled, the Norton Safe Search Unsafe Site Filtering featureδ helps remove unsafe non-paid search results that it detects. This feature does not provide a security rating for paid search results (sponsored links) nor does it filter out potentially unsafe sponsored links from the search results. For sponsored links, the Norton toolbar will allow you to view the security rating for such site. 

I'm concerned about data privacy. If I use Norton Safe Search, will my information be provided to anyone else?
When you submit a search query through Norton Safe Search, it will be directed to Ask.com or Yahoo.com (Search Partners) where your query is processed, and the search results are provided. FWIW ~ 
I'm imagining "matchonlyap.biz" may be akin to: Makeklick.biz &or N01.biz
I'm imagining "matchonlyap.biz" is a site that tries to trick you into subscribing to its browser notifications so that it can send notification spam directly to your desktop or phone.
