"My Norton" will not open

Have been trying to turn on "My Norton" to turn off/on VPN but won't open.

Are you launching Classic View and want to switch to or open My Norton view?

Do you see Norton tray icon?
Do you see Open My Norton from tray icon? 

Switch between the My Norton window/view and Classic view/window

Sorry, I'm not understanding.  Norton 360/Security offers two views.  My Norton & Classic view. |
You may launch My Norton or Classic view.  You may call My Norton view or Norton 360 aka Classic view from tray icon.  Are you using Windows Admin user account? 

From Norton tray icon ->
Open My Norton for My Norton view 
Open Norton 360 for Classic view

Note:
Settings from tray icon opens My Norton Settings.
Settings from Classic view opens Norton 360 Settings

Please try machine Restart (not Shut down) -

Please confirm Windows Fast Startup is off. W10 [here] W11 [here] -

Please post back progress -

Norton 360 Classic view -> Settings ->

Norton 360 Classic view -> Settings > Launch View - Classic or My Norton

If you're not able to get My Norton dashboard to launch.

From Norton tray icon ->
Open My Norton for My Norton dashboard 
Open Norton 360 for Classic window/view

Maybe, you'll need to refresh your Norton install. 

Norton Removal Tool -> Advanced Options -> Remove Only

Thank you. Had to uninstall/reinstall. (Shouldn't have to, but it worked) Back to where it was (like being able to turn VPN - OFF or ON
