VPN Will Not Work After I Reinstalled It

The VPN on my mac has failed off and on and in the past reinstalling Norton would fix it. Now I see I have to choose between the virus protection and the VPN to download and now when I reinstall the VPN it says installation was successful but it won't open up. Is there any fix for this or should I look for a new security service? Thank you.
