How do I go about adding another IOS phone without being charged for it?

How do I go about adding another IOS phone without being charged for it? I do have the option to add another device.  I have sent a link to the device to download the app, but it keeps saying I need to pay for a subscription in order to add the device. Why is that?

When you install 360 on your iOS device, you should see a Sign in button. Tapping on that will let you sign into your Norton Account to activate the app from your current subscription.

Will this include VPN and Password Manager as well?

The VPN feature is included in your Norton 360 product. The Norton Password Manager, NPM, is not included. But there is no charge for the app. In fact, you do not even need a Norton security product subscription to use the NPM app.
