HELP - I keep getting this Norton Pop-up Saying "CRITICAL NOTICE" oOPS, SOMETHING'S WRONG WITH YOUR PAYMENT -Please update your billing information immediately or you may lose your protection. You will get a $25 Amazon gift card when you renew with your updated billing information.   UPDATE NOW

I have already ran the Norton Power Eraser - It said Nothing found- I did a Full System Scan BEFORE the Power Eraser - the Pop-up still kept coming up - I ran a Full System Scan After the Norton Power Eraser - It is still here!  Ugh!!   Is this a Scam - A Virus - ????

Looks like a scam to me.

Clear all your browser cache, history, settings, etc.   Remove any extensions and then restart and see if the popup persists. You have some redirect in your browser you need to clear. You can try adding an ad blocker to see if that will help.

DEFINITLY a browser redirect. What browser are you seeing this on? Removal of extensions isn't necessary just flush your cache and cookies and restart the machine. Running a scan with Malwarebytes should clear whatever Norton isn't focusing on.
