Norton Utilities not working

I had a issue with dark web notworking and canceled refunded and the repurchased Norton 360 fixed problem but now Norton utility are not working.
Norton utilities accepts the new key as being successful but still requests Re-Activating.
Tried reinstalling but nothing works any more.
