CPU Utilization High after Repair & Remove/Reinstall.

Norton 360 Performance shows CPU very high, like 90% plus.  I have done the Repair function. I have logged into Norton and performed a "Remove" which actually Removed and Restored Norton.  For a few days the CPU remained low. Now it it back up into the 90s.  If I sit and watch CPU, without any user clicks, CPU will drop down low and randomly return high.

I don't know if it is related, but sometimes Web page loading is painfully slow.  The similarity is that CPU and Web page loading slow down in inexplicable waves.

And strangely, Task Manager does not show anything running CPU in the 90s.  But the computer acts extremely slowly.
