Child easily adds another vpn on Iphone to bypass parental control

My child easily adds an alternate vpn to his Iphone and bypasses the parental control.  This is frustrating because it does not alert me that this is happening but I notice that the device is no longer recording activity after the fact.  

How do I stop this?
