Internet/Network issues after MacOS Ventura upgrade

after the MacOS Ventura upgrade, I experienced multiple issues with Norton 360:
1. on restart, there were issues trying to reach the DNS servers or getting any internet. pinging multiple times to different sites (router, google, another local machine) times out
2. other services like redis stop functioning properly (outbound traffic is blocked despite correct firewall rules)
after tinkering around with every conceivable settings, trying different permutations of firewall rules and hundreds of system restarts, the only solution that worked every time is to delete the VPN entry for Norton 360:
Settings -> Network -> VPN -> Remove Norton 360
This is clearly a bug, as even a simple Safari query to Google failed. The moment I delete this VPN entry, I can use Safari/internet normally again. However, when I proceed to set up the Norton 360 settings again, which reinstate this VPN entry into Settings, I can still use Safari/internet (presumably due to DNS caching) but some services like redis gets blocked, and some random time later, Safari/internet stops working.
For those of you wanting to get round this problem, feel free to use my hack workaround.
For those of you working for Norton, pls investigate and fix this. happy to give more details.
