Norton Became very aggressive

Is it me or norton became very aggressive. Today i download a program that is "legit"  and it was deleted instantly without option of getting it back. Previously i progrm a script to use fo a program and it was deleted and in the info was "....reputation..." by few people .... i ask how because I make it and is programming stage. ....and so on ...... everywhere i find in setting i "turn" to "ask me" .....norton never ask me :D just kill the file ...... this is becoming annoying  ... am i missing a setting anywhere or they are making it that worse. i use norton for several years but this last mounts is getting worse. i can't tolerate this any more ....i am open to suggestions

Curious, is the download free & publicly available?

Confirm Norton Settings are set to Default?
Confirm you have Low Risks set to Ask Me? 
If you fully trust the program download.  Maybe, temporarily turn off Download Intelligence -> save the download to your desktop -> run Norton Insight against the file -> create exclusions.  
Maybe, try https://submit.norton.com/ for Incorrectly detected by Norton.

as i say it was not in quarantine no option of recovery, my point is that every day i should report incorrect detection to Norton many times 30-50 files(give or take). this is just annoying. i need to be ask for every thread detected what to do not just delete/quarantine and a stop my job and start searching where it went, i find no such option in auto protect settings

I hear you.  Sorry.  If I had access to the file download.  Maybe, I could reproduce to see what you see.  Otherwise...IDK

Can you create work product folder and exclude the folder.
Don't know if "Items to Exclude from" x2 -> Configure... will help your scenario.

yes i know about "Exclusions" but if i download something that is real thread ? if i put exclusion on download folder...... i guess next year norton will be removed from my computers , or have to add option to always ask me what to do. it take about 5 minutes to load up the quarantine files and restore what is killed ...if is there ..... norton become annoying program. 100% this will be my last year with it ...

here an example that i can't restore this file.....and ...thousands of users.....i just "repack" this program and it is not been out of my pc
