Turn off Norton VPN permently

I'm getting really annoyed about Norton Auto VPN, even I check OFF, it seems to ignore it. I don't care what Norton tell me how to run my (I mean my, you don't own it) laptop. 

Please fix this or else I forget about subscription renewal.

In the VPN settings page, be sure you have Auto-Connect and Auto VPN are both turned off.
