My Android phone is hacked even though I have Norton installed. How can I fix this?

My phone is hacked even though I'm using Norton. How can I resolve this. Nothing shows up in the scans but I have issues with the device that are complacent to a hacked device. Please help.

I appear to have a spyware app masquerading as Work Profile App on a Samsung never used for work. It has full access to everything on my phone and cannot be deleted or even stopped (it restarts). Norton has not picked it up. Googling indicates many others with same issue and no resolution. Can you please help?
