Trouble signing into password vault

Frequently, but not always, I am unable to sign into my online Norton Password Vault through the Chrome extension. I get the message, “Oops there was an error! Please try again”. I have found that turning off the Norton VPN fixes this problem. Is there a permanent fix to this problem so I don't have to turn off and turn on the VPN every time I start my computer? I'm running the most current versions of Windows 10, Chrome and Norton 360 Deluxe.
