You should be able to create a Norton account and have received an email confirmation with the purchase details. Have you created your Norton account yet? That is where your license code will be for activation.

If you purchase directly from the Google Play Store, you should have received an email with the purchase confirmation and instructions on how to download and install your 360 app. Once installed, the app should check with the Google Play Store's purchased apps servers to verify your purchased app is still valid. That would be stored in your Google Account associated with the Android device you are using.
If you purchased directly from Norton, there is no product key to enter. After downloading the 360 app from the Google Play Store, during the installation process you look for a Sign In, or I already have a subscription. Tap on that and log into your Norton Account to activate your app.
