Quarantine Problems

I am running under Windows 10.   I use the Delphi 7 program environment to develop applications for my use on my machine in the form of '.exe' files.  When I generate an application or try to run one, my Norton 360 program deletes/quarantines (??) the exe file.  Apparently it does this  since the application has no user experience and, thus, represents a possible threat. I assume that there is a way of adding folders and files to a list that Norton does not automatically delete but cannot figure out how to set up such a list. 

Can anyone tell me if there is a list and how to add files and folders to it.
