Contrary to the "solution" offered, the AvastScanDump.txt file (aka a "calling-home" telemetry-spy-dump) is generated regardless of SmartScan.
C:\Users\xxx\AppData\Local\Norton\AvastScanDump.txt
Anyone knows what triggers this (aside from running SmartScan)? I would like to turn the action off.

Norton Official Support Chat just informed me that Norton Secure Browser is responsible for C:\Users\xxx\AppData\Local\Norton\AvastScanDump.txt
I have Norton Secure Browser installed...but, have start with Windows = Off and have not called Norton Secure Browser for awhile. Maybe, some Norton Secure Browser engine runs background. IDK

Simple answer = NO. In fact, there is nothing in C:\Users\xxx\AppData\Local\Norton\ folder right now. Once I have an AvastScanDump.txt file there it's either deleted by CCleaner automatically (per my setting) or by me manually.
If, though highly unlikely, the Norton Secure Browser got installed by NAV by mistake, what file or process triggers the dump file?

I thought Norton Smart Scan run populates the dump file.
Norton Support Chat thinks Norton Secure Browser populates the dump file.
Maybe, you'll have better luck with Norton Support since you do not have Norton Secure Browser installed.
I do find Norton Secure Browser update tasks with CCleaner -> Startup -> Scheduled Tasks.

Thanks for the pointer. I just checked that location and I do NOT have a scheduled task for NSB.
As for chatting with Norton Support, well, I don't have the patience to do so (feedback quality depends on luck...), so I'll just leave it as unresolved for now. Maybe I run across a solution by chance. No big deal, really.

All: Looking back against some issues we have gone through in recent times I believe the issue can be safely resolved. Given that I have Norton Security Ultra as well as Norton 360 Deluxe installed on different machines, I had a look at my daily Norton Security Ultra machine. Here is what I found.
The file nuPerfScan.exe will trigger baked in scans inside the Norton product and has been doing so for quite some time now. There isn't any "calling home" backdoor scenario happening its by design in the Norton scheme of products. The scan and related Avast dump text are related to the old nuPerfScan.exe fiasco we had some time ago. Please note that, on this nor any of my machines do I have any of the recent trash that has been released, aka: Norton Secure Browser, etc. Yet scans still take place ,when, I forget to rename three, certain files after a product NGC ( product version update ). Here are the files in a screenshot below:
The Avast file also shows on my system as it does for the OP, WHICH is then linked to the scenario in the second screenshot:
*Please note the time stamp and dates are exact with the AvastScanDump.txt and the Norton History entry. Tune Up is triggered by nuPerfScan.exe
*The two files in the lower part of the screenshot above, can be deleted without any recourse to the product, BUT, will return when the next NGC update is installed. To rename and delete nuPerfScan.exe, you need to disable Norton Tamper protection in Norton settings. Reboot for the settings to take effect on the system.
In a nutshell, this is baked in behavior inside our Norton products. Hope this helps in some way.

I have basic NAV installed and thus have no separate Tune Up section, only a Performance Tab: Optimize Disk, File Cleanup, Startup Manager and Graphs. If I run Optimize & Cleanup, NAV tells me my PC is tuned up. But, neither one triggers an AvastScanDump.txt file. We may be comparing "apples with oranges" here (as I don't have Deluxe or Ultra installed).
The only on-demand action I have found to trigger AvastScanDump.txt is SmartScan. If I do, the dump is generated immediately during the scan part, corresponding with the QuickScan time stamp in the Full History.
But, AvastScanDump.txt is also generated silently from time to time without running SmartScan (which I rarely do). So, maybe the nuPerfScan.exe or the other two .exe files marked by you are triggering a NAV baked in scans, which, in turn, generate the now un-famous AvastScanDump.txt! This seems to be the most likely scenario based on your comments.
Next time a non-SmartScan dump file is found I'll check the time stamp against history. Maybe that will bring some clarity for my setup.

You're welcome. What I attempted to convey, is that the Norton product one has installed doesn't matter. The nuPerfScan.exe is present in them all, it triggers internal scans, HISTORY catagorises it under the label Tune Up, although there will not be a portion of Norton labeled as such. The scans will run nevertheless. I also neglected to say that my instances were NOT the result of running a Smart Scan or any other performance scans within Norton.

In the meantime I checked a laptop I sometimes use, also with basic NAV (but a different version), however, without the SmartScan option. And the AvastScanDump.txt was present in the same location .. as expected.
I'll keep an eye on further dump files and report back if I find something noteworthy. Probably not, but one never knows!
