Set Family as Default Browser on IOS

I couldn't find this via search.  I disabled Safari.  When we click a link in an email that used to open in Safari, the link is dead.  Is it possible to get it to open in Family instead?  Following the instructions for setting default browser does not work; the option of setting Family is not available.

Additional color:  I unblocked Safari and downloaded DuckDuckGo.  I thought that would give me the ability to choose Family as my default browser.  Selecting DuckDuckGo and choosing Default Browser offered only Safari and DuckDuckGo as choices.  There is something in my install that keeps IOS from recognizing Family as a browser.  I uninstalled/reinstalled but got the same behavior.  Appreciate any suggestions.
