Block unknow files from running

How about using a sandboxie to quartine a file or either give the file restrictions like a hips program to files that are unknow to the download insight so that the file can’t do any harm even if it is malicious.

would be a cool idea, but I think it would depend on resource usage.

Yes, it would take up a few resources but only when it is encountered with an unknow file, so it shouldn't take a whole lot resources for a long time. Just maybe for a short period of time.
