Port Forwarding

I'm not new to port forwarding, but for once I have started to actually bother doing it again for server purposes.

For some reason I can't get the following ports open, 4000, 4001, and 10800.

On my router I have triggered the portforwarding as usual, and ive also taken the steps to unlocking them in the Norton Firewall to no avail.

[Further Detail]

Action > Allow

Connetions >  Connections to and from other computers.

Computers > Any computer.

Communications > Remote port 10800, 4000, 4001

Advanced  > Create a Security History log entry.

Description > Port Forwarding.

and yes I have moved it all the way to the top.

Please add the same local ports as well. Remote ports are on the other machine (server), and local ports are your "doors".
