I would skip Step 4, however (even if Steps 1 thru 3 fail), as it could do more harm to your computer than good.
I'm sorry. I should have used Zoom so I could see your screenshot properly. My old eyes don't see as well as they used to. Inquirer is correct in recommending you to follow that KB. Please definitely stay away from the Norton Power Eraser.
