Enable VPN for additional non-privileged user on same MAC device using Norton 360 Delux

Has anyone figured out a way to enable VPN for additional non-privileged users on the same MAC using Norton 360 Delux? I can only get it to work for the administratively privileged user account. It is enabled and working for the MAC admin account, a virtual Windows 10 image, and on my two mobile devices. I have attempted uninstalls, reinstalls, reinstall as the non-privileged user and authorizing install using the privileged user account. No method seems to work. There is one locked /closed thread similar to this with one comment and no solution. 

Is there a VPN device/install limit? I would think it would be 5 (the number of allowed Norton installs). I should have one left.

Has anyone tried temporarily elevating the non-privileged user to admin level, perform the VPN install, then drop the user back down to non-privileged status?
