Thank you to both SoulAsylum and bjm for your responses. I did finally manage to contact tech support by phone (I'm in Australia, by the way) but only after penetrating several layers of defenses designed to prevent this action. I first tried 'Chat with an Agent' (Re SoulAsylum's suggestion) I don't know how many times, only to fall into a black hole of 'describe your issue'/save/describe your issue/save' ad infinitum. It promised local phone numbers but the link did not work--a universal occurence with Norton. When I did finally reach support the person's accent was so thick I was unable to understand him, or him, me. After 15 minutes of trying to describe a rather simple issue, I was forced to give up in frustration. Norton's tech support is abominable. Thanks again for the replies.
Oh, one other point. A week ago I was contacted by Norton to say my account was being upgraded to 'deluxe'. The agent also supplied a 'special' phone number supposedly available only to deluxe accounts. When I tried it the phone company announced that the number was discontinued. Oh, Norton, what a miserable failure you are in terms of customer service!

I Sign'd In to my Norton account -> Contact Norton Support -> Chat Support: Chat Now
I click'd "Manage my account" -> "Something else" and type'd "Live Agent" until ChatBot Kate reply: "transferring you to a specialist for further assistance".

I read the link. I've given up using the Norton VPN, it was causing so many issues. In my experience service is typically better in the US.

All I can confirm is that the 'special' number I was given was discontinued. The support number, when I finally tracked it down, worked. The main issue concerning phone support was the difficulty of finding the number via the support page. After I worked through all the options and filled out the form I was given a link to local phone numbers. The link didn't work. Nor did the link to speak to an online agent work. Hence why I came to this forum in a bid to find a number that did work.

Well, you do yourself proud at any rate. I've been trying to add kudos by clicking but they don't seem to be showing up. BTW the Norton phone contact page you gave, above: https://support.norton.com/sp/en/au/home/current/contact-phone?pv=off doesn't actually include a phone number. Google Chrome. I might experiment with Edge to see if it makes a difference.

I'm trying to imagine what you're seeing.
I'm thinking if Norton Support - Australia pages are working.
Then maybe you're blocking some Norton pages content.
Norton Support - United States pages seem to require allowing all Norton pages content - allowing all
cookies/ads/scripts/frames/trackers...allowing all Norton pages content that may be blocked by browser extensions or built-in browser protections.
Maybe, Norton Support - Australia pages are not working. IDK
